my hawkins contura pressure cooker lid won't lock shut, the handles won't latch together, what's wrong?

The lid isn't centralized. Before latching, center the lid so the sealing ring makes even contact with the cooker body rim. Squeeze the lid and body handles together at the ends farthest from the cooker body—that requires the least force.
