You clean the glass nebuliser. First, you need to remove it from the base. Here's how:

1. Gently twist and pull the top cone off the unit.
2. Carefully lift out the glass nebuliser and the silencer from inside.
3. You can clean the nebulizer with soapy water. Use just a little soap.
4. Rinse it thoroughly with clean water afterward.
5. Let it air dry completely before you put it back and add new oil.

If the oil has dried up: If it's been sitting empty for a long time, the residue may have hardened. In that case, you can rinse the nebuliser with methylated spirits or alcohol to dissolve the dried oil, then wash with soapy water as above.
