This occurs when the stepper motor detects too much resistance, causing the system to trip a safety shut-off to prevent the motor from burning out. The root cause is typically one of three things: a physical obstruction (like a piece of torn paper or a foreign object) lodged in the carriage tracks, a perished or snapped drive belt that prevents the motor's rotation from translating into linear movement, or a failure of the optical sensor that tells the printer where the carriage is located. You can confirm this by attempting a copy; if the scanner bar makes a grinding or "chattering" noise for two seconds before the error pops up, it is a mechanical jam. If there is total silence followed by the error, it is likely an electrical failure of the motor or a disconnected ribbon cable.
How to Fix It
To resolve Error 21, you must clear the physical path and reset the carriage calibration. Follow these steps precisely:
- Power down the MFP M283fdw completely using the power button, then unplug the power cord from the wall outlet to discharge the capacitors.
- Lift the scanner lid and inspect the glass for any debris. Open the Automatic Document Feeder (ADF) cover and check for any small scraps of paper or staples that may have fallen into the internal chassis.

- Update Firmware via USB: In rare cases, a corrupted firmware state can cause the motor to time out too quickly. Connect the printer to a PC via USB, download the latest firmware update from the HP support site, and force the update. This can sometimes recalibrate the motor timing.
- Replace the Scanner Assembly: If the motor makes a high-pitched whine but the carriage doesn't move and the belt is intact, the internal gears of the stepper motor have likely stripped. At this stage, the most cost-effective fix is replacing the entire scanner bed unit.

- Never use canned air directly into the scanner rails; this can push dust and debris deeper into the optical sensors, leading to streaks in your scans or recurring Error 21 messages.
- Avoid using glass cleaner with ammonia on the scanner glass, as it can degrade the seals and allow moisture to seep into the carriage electronics.
- If you manually move the scanner bar, do so with extreme caution. Forcing the bar past its physical limit can snap the timing belt or break the plastic gear teeth, turning a simple jam into a permanent hardware failure.
- Keep the ADF area clear of staples and paperclips; these are the primary culprits for falling into the internal tracks and causing mechanical obstructions.
