DIAGNOSIS This usually points to a problem with the power cable or the USB port on the camera itself, not the outlet. The connection is intermittent, so the camera keeps rebooting.
FIX Focus on the cable connections. 1) Unplug the USB-C end from the back of the camera. Inspect the small metal connector for any bent pins or debris. 2) Unplug the power adapter from the wall and check that end too. 3) Firmly reconnect everything, making sure the USB-C plug clicks fully into the camera's port. Try a different wall outlet if possible.
IF THAT DIDN'T WORK The cable itself might be damaged. These thin cables can fail internally if they've been bent sharply or pinched. The best test is to try a different USB-C cable and power adapter that meets the power requirements (the original is 10W/5V-2A). If a new cable works, you found the culprit.
HEADS UP Don't use a cheap, low-power phone charger or a long extension cord. The camera needs a stable, adequate power supply. Using an underpowered block can cause this exact error.
