my barton pressure cooker is shooting liquid out of the vent pipe under the pressure regulator. is this dangerous?

Yes. It means the heat is too high or the pot is overfilled. Turn the heat down immediately. Never fill past 2/3 capacity, or past 1/2 for foods like rice that expand. Also, ensure you only place the pressure regulator on the vent pipe after regular steam is flowing steadily to purge cold air.
