3. If the screws spin freely, the plastic threads are stripped.
4. For stripped threads, remove the screws, add a small washer, and re-insert. This can clamp the plastic securely.

If That Didn't Work

The fender itself is likely cracked. You'll need to replace the entire rear fender assembly, which is inexpensive and bolts on.
