Error 'Food burn' triggers for three reasons. First, insufficient liquid in the inner pot. Second, starch deposits on the pot bottom causing uneven heating. Third, high temperature detected at the bottom, which triggers an automatic temperature reduction.
Check the float valve is down, release pressure, and inspect the pot bottom.
